About applying for a driving licence
You need a driving licence to drive legally on South African roads. Before applying for a driving licence, you must have a learner's licence.
Different licences are issued for the various categories of motor vehicle:
Code A1: This is for a motor cycle with or without a sidecar and with an engine not exceeding 125 cc. You must be at least 17 years old on the date of the test.
Code A: This is for a motor cycle with or without a sidecar and with an engine that exceeds 125 cc. You must be 18 years or older to apply.
Code B: This is for a motor vehicle, including a minibus, bus and goods vehicle, with a gross vehicle mass not exceeding 3 500 kg. You must be 18 years or older to apply.
Code C1: This is for a motor vehicle, a bus, minibus or goods vehicle with a gross vehicle mass between 3 500 kg and 16 000 kg. You must be 18 years or older to apply.
Code C: This is for a motor vehicle, a bus or a goods vehicle with a gross vehicle mass exceeding 16 000 kg.
Code EB: This is for a:
light motor vehicle that is articulated (light motor vehicle drawing a trailer) with a gross combination mass not exceeding 3 500 kg. You must be 18 years or older to apply
combination of a motor vehicle with a tare not exceeding 3 500 kg and a minibus, bus or goods vehicle with a gross vehicle mass not exceeding 3 500 kg. You must be 18 years or older to apply.
Code EC1: This is for:
an articulated heavy motor vehicle (heavy motor vehicle drawing a trailer[s]) with a gross combination mass between 3 500 kg and 16 000 kg. You must be 18 years or older to apply.
a combination of a motor vehicle with a tare between 3 500 kg and 16 500 kg and a minibus, midibus, bus or goods vehicle with a gross vehicle mass between 3 500 kg and 16 000 kg. You must be 18 years or older to apply.
Code EC: This is for an articulated heavy motor vehicle (heavy motor vehicle drawing a trailer[s]) with a gross combination mass exceeding 16 000 kg or a combination of a bus or goods vehicle with a gross vehicle mass exceeding 16 000 kg. You must be 18 years or older to apply.
What you should do
Go to the nearest driving licence testing centre (DLTC) to book a test date. Take the following with you:
your learner's licence.
your identity document (ID).
four identical black-and-white photographs. You must first confirm with the DLTC how many photos they require before you have photos taken.
Proof of residential address e.g. utility account. If the utility bill is not in your name, the of owner of the bill must make an affidavit declaring that you live at the address and the utility bill must be attached to the affidavit.
if you stay at an informal settlement, you must bring a letter with an official date stamp from the ward councillor confirming your residential address
a booking fee.

Complete the Application for driving licence form (DL1) at the DLTC.
Keep the receipt as proof of payment and as confirmation of the test date and time.
On the date of the test, you must be at the DLTC at the specified testing time. Your receipt and learner’s licence will be verified before you proceed to the test.
You will be assessed by a qualified examiner.
If you pass the test, your fingerprints will be taken and you will undergo an eye test at the DLTC. Alternatively, you may have an eye test performed at a qualified optometrist and submit the form at the DLTC.
If you pass the driving test, you must pay the issuing fee to receive a temporary driving licence, which you will use while you wait for the ordered driving licence card.
You will be notified when your driving licence card is ready for collection. You must collect your driving licence at the DLTC where you made your application.
How long does it take
Your driving licence should be ready within four to six weeks.
A temporary driving licence is issued immediately.

About a learner’s licence |
About a learner’s licence
If you hold a learner’s licence you are allowed to drive only when you are supervised by a licensed driver. If the category of vehicle you are driving requires a professional driving permit, the licensed driver must also hold a professional driving permit.
A learner’s licence is a permit that proves that you have basic knowledge of a motor vehicle and the rules of the road. The learner’s licence is valid for 24 months and cannot be extended.
Different learner’s licences are issued for the various categories of motor vehicle:
Code 1: This is for a motor cycle with or without a sidecar, motor tricycle or quadrucycle. You must be 16 years or older on the date of the test in order to apply if the motorcycle’s engine does not exceed 125 cc and 18 years or older if it exceeds 125 cc.
Code 2: This is for a motor vehicle, including a minibus, bus or goods vehicle, with a gross vehicle mass not exceeding 3 500kg. You must be 17 years or older on the date of the test in order to apply.
Code 3: This is for a motor vehicle with a gross vehicle mass exceeding 3 500kg. You must be 18 years or older on the date of the test in order to apply.
What you should do
Go to the nearest driving licensing testing centre (DLTC) to book a test date and confirm the booking.
Take the following with you:
an identity document (ID)
two identical black-and-white ID photographs (before you have photographs taken you should confirm with the DLTC how many photos they require)
a booking fee.
Proof of postal and residential address e.g. utility account. If the utility bill is not in your name, the of owner of the bill must make an affidavit declaring that you live at the address and the utility bill must be attached to the affidavit.
If you stay at an informal settlement, you must bring a letter with an official date stamp from the ward councillor confirming your postal and residential address

Complete the Application for learner’s licence form (LL1), which is available at the DLTC. If you are 65 years or older, you must also complete a Medical certificate form (MC), which is also available at the DLTC.
You will go for an eye test at the testing centre or you may have an eye test performed by a qualified optometrist and submit the form at the testing centre.
Before you write the learner’s licence test, you must study road signs, motor vehicle controls and road rules to have a basic knowledge of a motor vehicle and road signs.
On the day of the test you must submit the following:
the booking receipt your ID.
If you pass the test you must pay the issue fee.

About a professional driving permit
To drive on a public road in South Africa transporting goods, dangerous goods or passengers for an income you must have a professional driving permit (PrDP).
The permit is issued in addition to an ordinary driving licence. A PrDP applies to the following motor vehicle categories:
a goods vehicle with a gross vehicle mass exceeding 3 500kg
a breakdown vehicle or a bus
a minibus weighing more than 3 500kg or designed to carry 12 or more people (the driver included)
light motor vehicles, indicated in the economic sector for carrying passengers for reward (taxi-cab)
a motor vehicle designed to carry 12 or more people
any vehicle for which an operating licence is issued
dangerous goods vehicle (e.g. fuel tanker).
Age restrictions for the motor vehicle categories are as follows:
you should be 18 years or older to hold a PrDP for a goods vehicle
you should be 21 years or older to hold a PrDP for a passenger vehicle
you should be 25 years or older to hold a PrDP for a dangerous goods vehicle.
You can only obtain a PrDP if you:
have a valid driving licence for the type of vehicle in question
have been certified as medically fit by a doctor
have been certified by an approved training body (only required for category D (dangerous goods) vehicles)
do not have a criminal record for (in the past five years):
driving a motor vehicle while under the influence of intoxicating liquor or a drug having a narcotic effect
driving a motor vehicle while the concentration of alcohol in your blood or breath exceeded a statutory limitation
in the case of an application for a category P and D permit, an offence of which violence was an element.
have never had your driving licence suspended
have never been convicted of a criminal offence or paid an admission-of-guilt fine.
As the operator or owner of the motor vehicle for which a PrDP is required, you may not let another person drive the vehicle on a public road unless they have a valid PrDP for the appropriate category.
What you should do

You will do an eye test at the testing centre. Alternatively, you may have an eye test performed by a qualified optometrist and submit the form.
After payment, you will be referred to the nearest police station to request a conviction report. If the DLTC has a live capturing unit (LCU), the report will be sent electronically to the police station.

About applying for a temporary driving licence
You can apply for a temporary driving licence if you have applied for the renewal of your expired licence or have lost your drivers licence.
This licence is valid for only six months and can be issued at any driving licence testing centre (DLTC).
What you should do

Certified copy of your identity document (ID) or temporary ID

About converting your foreign driving licence
If you have been granted South African permanent residence, you must convert your foreign driving licence to a South African one within a year of receiving your permanent residence permit.
If you fail to convert your licence within one year, it will be regarded as invalid.
You can also apply to convert your driving licence to a South African one if you hold a diplomatic permit but don’t have a permanent residence permit.

About renewing your drivers licence
You must renew your driving licence card four weeks before its expiry date. If you renew it after the expiry date, you will have to apply for a temporary driving licence at an additional cost while waiting for your driving licence to be issued.
Note: You will not be required to take a driving test when you renew your driving licence. You will undergo eye testing and your fingerprints will be taken. Alternatively, you can have your eyes tested by an optometrist and submit the report at the driving licence testing centre (DLTC). If your sight has worsened from the date on which your licence was issued, new conditions will be attached to your licence.

About replacing a damaged, lost or stolen driving licence card
If your driving licence card is lost, stolen or damaged, you can apply for a new one.
You will have to apply for a temporary driving licence at an additional cost while waiting for your driving licence card to be issued.
To get a replacement card, you will not be required to take a driving licence examination, but you will undergo eye testing and your fingerprints will be taken. Alternatively, you can have your eyes tested by an optometrist and submit the form at the driving license testing centre (DLTC).

About applying for a traffic register number
A traffic register number is the main identification number accepted for road traffic transactions on the eNaTIS for foreigners and organisations that serves as a non-legal person.
If you are a foreigner and not yet registered on the eNaTIS (National Transport Information System) and you want to buy or register a motor vehicle in South Africa, you must produce your foreign identification document to be introduced onto the eNaTIS.
If you do not have a foreign identification document, you will need to apply for a traffic register number (TRN), provided you have a valid passport, driving licence or a travel document that provides proof that you are legally in South Africa.
If you are an organisation that serves as a non-legal person e.g. a partnership, a one-man business, a municipal/provincial/government authority, a church/congregation/welfare organisation, a recreational organisation, an educational organisation, a trust or a statutory body, you must also apply for a traffic register number to register motor vehicles in South Africa. The organisation must also identify a representative for every branch or separate address of the business/organisation. This person serves as the contact person for administration purposes.
In addition, a proxy must be appointed by means of a letter of proxy. The letter of proxy authorises the identified natural person to act on behalf of the organisation, and binds the organisation for purposes of the NRTA (National Road Traffic Act) and NRTR (National Road Traffic Regulations).
The proxy and the representative can be the same person. The proxy and the representative must also present an appropriate identification document:
An RSA identity document issued by the Department of Home Affairs (DoHA) if the person is an RSA citizen, or a non-RSA citizen who permanently resides in the RSA.
A temporary identity certificate issued by the DoHA if the person is an RSA citizen, or a non-RSA citizen who resides permanently in the RSA.
An RSA passport from which the ID number can be obtained.
An identity document issued by a foreign country, if the person is a non-RSA citizen who does not reside permanently in the RSA.
A TRN certificate issued by the appropriate registering authority (RA) if the person is a non-RSA citizen who does not reside permanently in the RSA, and who does not have a foreign identity document, but who has a passport or travel document
What you should do
Go to the nearest registering authority (RA) and complete the form Application and notice in respect of traffic register number (ANR).
If you are applying for a traffic register number as a foreigner who wants to buy or register a motor vehicle in South Africa, you must submit the following:
A certified copy of your passport or a certified copy of your driver license and temporary residence permit or travel document
Two black-and-white ID photographs (confirm with the RA or DLTC how many photos is required).
Proof of address e.g. utility account. If the utility bill is not in your name, the owner of the bill must make an affidavit declaring that you live at the address and the utility bill must be attached to the affidavit.

If you are applying for a traffic register number because you want to personalise the number plate of a vehicle owned by your organisation, you must submit the following:
the business registration certificate (issued by the registrar of companies)
a copy of the proxy or representative's South African ID.

Change owner or title holder particulars for a vehicle |
About changing owner or title holder particulars for a vehicle
Any changes to the particulars of the vehicle owner or title holder must be communicated to the appropriate registering authority within 21 days after such change. Use the notification of change of address or particulars of person or organisation (NCP) form.
When you sell your vehicle, you must notify your registering authority on the Notification of change of ownership/Sale of motor vehicle (NCO) form. The new owner must register the car in their name.
What you should do
Go to your nearest registering authority.
If you are changing your address, you must take along the following:
A copy of your identity (ID) document if you are a South African citizen. If you are a foreign citizen, you must bring both the original and certified copy of your ID issued by your country of origin and your temporary residence permit.
Proof of residential address e.g. utility account. If the utility bill is not in your name, the owner of the bill must make an affidavit declaring that you live at the address and the utility bill must be attached to the affidavit.
If you stay at an informal settlement, you must bring a letter with an official date stamp from the ward councillor confirming your residential address
If you are a South African citizen, you must complete and submit form NCP only. If you are a foreign citizen, you must complete the NCP form and the Notice in respect of traffic register number (ANR) form.
If you are selling the vehicle:
The seller must complete the NCO form and submit it to their registering authority.
The seller must hand over the registration certificate to the buyer.
The buyer must complete the Application for registration and licencing of motor vehicle form (RLV) for submission.
The buyer must submit the vehicle registration certificate, if the vehicle was registered in South Africa.
Provide a mass measuring certificate if the vehicle’s tare was changed.
The buyer of the vehicle must submit the forms at the registering authority within 21 days of buying the vehicle, along with the registration form obtained from the seller and a roadworthiness certificate (it is the responsibility of the buyer to ensure that the vehicle is roadworthy).
If the vehicle is registered under a company, you must also submit a certificate of incorporation or name change as issued in terms of the Companies Act or a founding statement.
The registering authority assesses your application and you must pay the fees as prescribed by your province.
If required by the registering authority you will have to provide proof of the right to be registered as the title holder of the motor vehicle concerned, e.g. an invoice or a sales agreement. If you do not have that, phone your nearest call centre or registering authority to establish whether they accept or require any other document as proof.

About deregistering your motor vehicle
You must apply to deregister your motor vehicle if it:
has been declared permanently unfit to be on a public road
has been stolen
has been permanently demolished
becomes exempt from registration.
The registering authority will then issue a deregistration certificate. A motor vehicle that has not been licensed for four years will be deregistered automatically.
What you should do
Go to your nearest registering authority and submit the following:
a certified copy of your identity document
a certified copy of proof of ownership of the motor vehicle (title holder)
supporting documentation if required
the vehicle’s registration certificate.
Complete the Application for deregistration of vehicle (ADV) form.

The application will be processed on the same day.
How much does it cost
The service is free but penalties and arrears may be charged if the application is late.
